My telegram 2nd August Executive Council unanimous
have advised unless arrangements can be made whereby postal agencies in Chinese territory will entail no
loss to this Colony whether or not through Military
contribution this Government should close all agencies
from the 1st January next. Unless before September

10th informed that arrangements have been made no provision will be made in Estimates for next year
subject to your approval for the postal agencies, This Government will be willing to pay any profits from
agencies every year to Imperial Government
provided that it is secure from loss.
